If where you live has a personal emergency alarm system (even an ancient pull-cord one) you expect it to be monitored any time that you need it. But if where you live is run by the Hispanic Association of Contractors and Enterprises (HACE) it seems that they expect you to have your emergency only during office hours. Ailing man’s call for help from his public-housing unit went unheard (3 pages) from the Philadelphia Inquirer.
