UK's new national COPD and asthma strategy

It is so long that the UK’s Department of Health has produced a successful policy on anything that its current officials are probably clueless about what one looks like. What other explanation can there be for a national strategy on COPD and asthma that skates right over the important role of telehealth remote patient monitoring in managing the conditions and to reduce harm post-diagnosis? It’s a 55 page PDF and has ONE mention of the internet, ONE mention of ‘assistive technology’ and NO mentions of telehealth or telecare!
