Did you know the NHS has a Co-operation and Competition Panel? I didn’t until I saw an announcement that it has launched its first investigation – into ‘Restrictions on NHS consultants’ non-contracted hours’. Although part of its remit is to conduct ‘procurement dispute appeals’, I suspect that any telecare or telehealth supplier with a gripe about how the PASA Framework Agreement is being used as a figleaf to cover sloppy ‘best value’ procurement due dilligence will not get very far.
